  8. The  RTD-PROGRAMMES   database  provides   information  on Community  Research
  9. and  Technological    Development    (RTD)    programmes    and    RTD-related
  10. programmes. The  "programme"    is    the   fundamental   instrument   through
  11. which   the   Community  implements   its  RTD  policy,  fulfilling its Single
  12. European Act objectives.  This term   includes  every   major  Community   RTD
  13. initiative   or action  under which  individual   projects and  activities are
  14. carried  out  usually  through  contractual  agreements   paced  with  outside
  15. organisations.  Coverage  begins  primarily   with  programmes   starting   or
  16. continuing after 1986, as part of  or in parallel to the 1987-1991   Framework
  17. programme.  Selective  records for earlier programmes are also  included,   as
  18. well  as  records   for  large  "umbrella"  programmes (e.g.  Framework,  JRC)
  19. whose  individual  research  programmes  are  described  in detail in separate
  20. records.  Other  CORDIS  databases  such  as  those  providing  information on
  21. projects   or documents  relate to  this database  via the  programme acronym,
  22. which  provides   a   consistent  means  of  cross  referring between them and
  23. enables users  to search  for information  on a  specific programme in several
  24. databases.
